The story of Eisenhower tapping James Reston, the noted NYT's reporter, to send a "non-official" signal to the Chinese that Ike was losing patience with the Korean peace talks and threatening to use nuclear weapons unless an armistice was reached is particularly instructive.<BR/><BR/>So is James Reston's quote that: "A government is the only vessel known to leak from the top."
